This happens when you are using a .vbd file that was not the same version as the plugin setup program. The installation instructions say 1) run the setup and 2) copy the .vbd file.
You probably either didn't copy the .vbd file to the folder under your profile, or you copied it to the wrong folder and the profile is looking at an older version of it in another folder.
Simply copy the .vbd file that 'came with' the setup program to the folder where the profile is looking and then the IE should know to load/run the plugin instead of asking you to download/save it.
