A bug was found that requires all your image file extensions to be lower case in your profile .tbc file. Just do a Rename All ".JPG" to ".jpg" and try again.

I just did a test, and I have an image that is called MinimizeAll.JPG. The filename has an uppercase extension, and the .tbc file also has the uppercase extension specified. I did get the error, of image not found.
All I did was rename MinimizeAll.JPG to MinimizeAll.jpg in the .tbc file. I didn't rename the actual filename to lower case. And it did fix it for me. What profile are you using? Are all extensions in your profile lowercase? Are you sure you have entered the correct path to the file?
