Can I create a Virtual keyboard on TouchBuddy screen?

Yes, you can touch buttons that graphically look like a keyboard and have it send those keys to the game. But you cannot have a textbox in your TB profile to 'type' into, because TB does not have the focus of Windows, the game has the focus and receives all keystrokes.

In DCS Black Shark we can send text message to all players in the game screen...

Maybe you could create some pre-set sentences and bind them to one key of your virtual keyboard (or any button in fact), like you press F1 and you output "Hey, I'm here!! Come and clear my six!!".
If you need to type whole sentences, which takes time and distracts from action, wouldn't it be better to have voice comms instead?

If you mean that in DCS you can type (from the pc keyboard) some message to send to other pilots, that doesn't mean that you can do the same from a TouchBuddy virtual keyboard...it's a "focus problem", as WBK already said.
