If you want to know if Steel Beasts is worth the money, you should probably ask on a forum that plays it a lot. IMO you'll get more and maybe better responses...

I finally decided to take a look at this sim, and just found out that it costs $125!!?? Is that right?
Is this sim worth 2-3 other sims? I found a game called Steel Beasts Gold Edition on eBay for about $24, but I'm assuming it is an old version or maybe a different game?

In short SB Pro PE is a military training simulation so in this regard it is on a different level then the average sim. I would say yes it is worth the cost easily if you want tanks and you want realism.
The consumer version will be called Steel Beasts 2 and will be out at a later date. (Much later) Out

The map is ActiveX content? What is the file name?
If it is ActiveX Content, then you should be able to open the file with IE. Just go to File; Open; then click on the Browse button. Then change the file filter to say 'All Files' and select your file. It that works then you can do the same in TouchBuddy Toolkit. Open your profile, and open the Tab Editor (this is for version 1.2 and is changed in 1.3 coming out soon). Set the tab you want your map to be on as an ActiveX tab, and click Ok. Then browse and select your file again. It should show up in the Plugin window now.
